Urban climate: a side-effect or a result of planner 's intentions

Urban climate appears to be a side-effect of planner's activity whenever we are unable to change some climatic processes and we do not know how to modify them. On the other hand, urban climate can be a result of planner's activity, provided that we make proper use of the existing environmental conditions, including localization, surface features, location of open grounds, green and water-bearing areas. We can purposefully shape the built-up areas and their localization in space on condition that we possess adequate knowledge of the effects of such actions on urban climate.
